2012 Winter Series
Notice of Race
1. Rules
The
2012 RIYC Winter Series will be governed by the rules as defined in the Racing
Rules of Sailing.
2. Eligibility and Entry
2.1 The
series is open to any self-righting sailboat having a self-draining cockpit and
an enclosed cabin and One-design class sailboats with or without cabins.
2.2 Sailboats
not competing in the One-design class must have a current PHRF rating. A copy
of the rating certificate may be sent to the Rat Island Yacht Club by mail,
e-mail, or delivered to the RIYC Commodore.
2.3 Individual
One-design class boats will be assigned a rating, a
class that can supply a minimum of five boats may be scored as a class.
3. Classes
Spinnaker
A - rated <=170
Spinnaker
B - rated >170
Non-Spinnaker
Cruising
No Flying Sails, dacron
sails only.
One
Design
3.1 Classes will be Spinnaker A and B,
Non-Spinnaker, Non-Spin Cruiser, and other one design classes with five or more
entries. Participants
without current PHRF endorsements will be assigned a RIYC PHRF rating for the
Series. Fewer than three entries in a class may result in combining
classes.
4. Fees
4.1 There
will be an entry fee of 25 dollars for competing in any or all of the first 6
scheduled races.
4.2 Competitors
who entered the Nov 12th RIYC Out'nBack
sailboat race will have their entry fee waived.
4.3 Entry
fees for the Azalea Festival Regatta are additional for all competitors.
5. Schedule
Dec 4 and 18, Jan 8 and 22, Feb 5 and 19 (six races), and Mar 3-4
(the Azalea Festival Regatta).
Sundays
1425 Warning for Spinnaker, Non-spinnaker and one design boats
Warning
for Cruising fleet will follow at the discretion of the race committee.
Further
scheduling will be in the Sailing Instructions.
6. Sailing Instructions.
Sailing Instructions will be available on the
RIYC Face Book website and accessible on the NEWS page at www.ratisland.com.
7. Venue
St Johns River at the Palatka Memorial Bridge. Marks may be
North or South of the bridge.
8. Courses
Courses
may be announced over VHF radio, channel 63, and/or posted on a board on the committee
boat.
9. Penalty System
RRS
44.1 is modified to a One-Turn Penalty when she may have broken a rule of Part
2 while racing.
10. Scoring
The Percentage Point System will apply.
(The score depends on the number of boats
sailing in that class and the finish position of the competitor within the
Class. If there are 10 boats of a class sailing in the race and the competitor places
first, the score is 100. If the competitor finishes 10th,
the score is 10. If disqualified,
the score is 0.)
A
boat must compete in 4 of the Sunday afternoon races in the season to qualify
for an award.
A"series" score is the average of the scores of the
best "number" of races, where "number" is the number of races
needed to qualify.
The Azalea Festival Races on March 3-4th
will count as one race for this series.
11. Radio Communication
The Race Committee may begin broadcasting
weather conditions, course selection, count-down and infractions on VHF Channel
63 at approximately 1400. A boat shall not receive radio transmissions that are
not available to all boats. This restriction also applies to cellular phones. All
competitors are advised to carry a VHF radio to be able to communicate with the
race committee.
12. Prizes
12.1 A commemorative 2012 Winter Series plaque
will be awarded to boats placing first through third in Spinnaker A, B,
Non-Spinnaker, Cruising and One Design classes.
13. Disclaimer of Liability
Competitors participate in the regatta entirely
at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any
liability for material damage or personal injury or death sustained in
conjunction with or prior to, during or after the regatta.
